Cyprus for Dutch and EU citizens: start with registration
An EU citizen should assess free-movement registration before buying an investor-residence package.

Use the EU route first
Cyprus publishes MEU1 registration for EU citizens staying beyond three months, with application within four months of arrival. This differs from investor immigration permission for third-country applicants. Start by identifying your own nationality and each family member’s status rather than buying the same package for everyone.
Match evidence to your activity
The EURES guidance distinguishes employed and self-employed activity. Employment evidence or self-employment social-insurance registration accompanies identity documents as applicable. Ask the authority for the checklist for your actual basis, including where you are self-sufficient rather than working. Family members may need a different form and supporting evidence.
Keep a useful arrival folder
Save your entry date, accommodation agreement, application and receipt. For foreign civil documents, confirm the applicable certification and translation rules before ordering them. Set reminders for health coverage, tax registration and any business duties. A registration certificate is not proof that every one of those separate steps is complete.
Permanent residence and tax need separate checks
The ministry describes permanent-residence rights after five years of lawful continuous residence subject to conditions. Keep evidence of the basis and actual stay. Immigration registration is not a tax-residence certificate or citizenship.
