Which countries are hardest to leave financially? Rank the obligations first
There is no honest universal worst-country score. The difficult exit is the one that attaches to your citizenship, assets and unresolved ties.

First priority: obligations that follow the person
For a US citizen, worldwide-income rules continue abroad. That makes the US a high-priority specialist case when comparing continuing compliance. It does not mean every American owes the highest tax, or that renunciation is appropriate. Someone with another citizenship, a green card or an unusual treaty position needs a different analysis. Rank the recurring duties, likely professional fees and future flexibility before comparing a headline tax rate.
Second priority: assets treated as disposed of
Canada’s departure rules can treat certain property as sold at market value when a person becomes non-resident, with exceptions and possible elections or security arrangements. Germany has specialised exit-tax rules, including rules relevant to certain shareholdings. These are asset-specific questions, not claims that every emigrant pays the same charge. Valuation, ownership history, payment timing and an actual destination can change the result substantially.
Third priority: ties and deferred claims
The Dutch checklist includes possible protective assessments and continuing obligations for certain Dutch-source income or assets. A person with a substantial business interest or pension position has a different departure from a salaried renter with few assets. A retained home, family pattern and business management can complicate residence analysis. Missing records, an unfiled departure return or a false bank self-certification can create a difficult exit even from a country with no broad departure tax.
A usable ranking for your own departure
Score each issue as none, manageable or specialist-critical: citizenship-based duties, unrealised gains, pensions, companies, trusts, property, residence ties and reporting history. Deal with specialist-critical items before buying a destination package. The reviewed examples here are the US, Canada, Germany and the Netherlands; this is not a verified ranking of every country. A plan becomes useful when it identifies your actual liabilities and a lawful sequence for resolving them.
