Paraguay tax residency: documents, income and the questions to settle

A workable move needs more than a residence card. Separate your immigration status, tax evidence and actual work before relying on a promise of tax freedom.

Start with four separate questions

What permits you to live in Paraguay? Which identity documents do you hold? Where are you resident for tax purposes? Which income and activities create obligations? Write an answer beside each question. A relocation plan becomes easier to review when immigration, identification, tax status and income treatment have their own evidence. This guide is an orientation for preparing that review, not a determination of your personal tax position.

What a tax-residence certificate is for

DNIT publishes a separate certificate procedure. General Resolution 65/2020 describes a certificate covering a specified period or tax year. Its requirements distinguish taxpayers, who need a RUC and up-to-date tax compliance, from non-taxpayers or former taxpayers. For individuals it also calls for a migration-movement record for the relevant period and valid identity documentation. Check the current application channel and requirements with DNIT before submitting; the resolution predates the present DNIT name.

Foreign payment is not the same as foreign-source work

In its published ruling on an IT professional working abroad, the tax authority distinguishes work physically performed abroad from the portion performed from Paraguay. It treats the Paraguay-performed portion as meeting the territorial element for IRP-RSP. The ruling also discusses separate VAT rules and exceptions. This is a case-specific ruling, not a blanket exemption for every remote worker. Do not classify a service as foreign-source solely because the customer, company or receiving bank is overseas.

Build a useful income map

For each activity, record what you do, where you actually perform it, who contracts with you, who pays and whether you act personally or through a company. Keep salary, freelance services, rent, dividends, asset sales and other receipts in separate rows. Add questions rather than guessing a tax result. A short, organised map helps a qualified adviser identify which rules and evidence need attention. Do not put account numbers or complete financial records in a public enquiry.

Review the country you are leaving too

Prepare a second page describing the home, work, company and personal connections you will keep abroad. Give both advisers the same timeline so their assumptions are consistent. Ask how an overlapping year will be handled and what evidence should be retained. Avoid building your plan around an agency slogan or a single day-count shortcut; ask for the relevant rule, its conditions and how it applies to your circumstances.

Questions to settle before paying for assistance

Ask who will assess tax residence, who will review each income category and whether registration, returns, bookkeeping or certificate applications are included. Ask which documents you must supply, which years the review covers and what recurring work remains afterwards. Request a written explanation of assumptions and unresolved points. A residency-coordination fee should not silently be treated as a complete cross-border tax engagement.

Keep a record you can maintain

Use one private folder for official decisions, advice, travel records and filing confirmations. Keep the source date beside each checklist and schedule a review when your work, company, residence or family circumstances change. The objective is a plan you can follow and explain, with clear responsibility for its ongoing administration.

How I can help you prepare

I can help turn a scattered plan into a clear brief: your intended move, the decisions you face, the documents already available and the questions for the right professionals. We agree that preparation or coordination scope in advance. Tax conclusions, filings and representation need the appropriate professional engagement. Start with the question you need answered rather than sending sensitive files.

Describe what you are trying to decide. We agree the appropriate scope and price before you commit. A question does not create a booking or payment obligation.
