Residence permit, tax residence and tax registration: three separate layers

You can hold more than one permission to live somewhere without having answered where you owe tax.

Permission to stay is the immigration layer

A residence permit lets you stay under a particular legal category and its conditions. It may require renewals, updates or justified absences. That permission is distinct from nationality and from the right to live in an unrelated country. Start by identifying the actual category on your decision and the authority responsible for it. A provider’s package name is not a legal category.

Tax residence depends on the applicable rules

Tax authorities may look at presence, available homes, family, work and other circumstances. Different countries use different tests, and more than one country can initially regard you as resident. A treaty, if applicable, adds another layer of analysis rather than a universal exemption. In the Netherlands, factual circumstances matter. Uruguay’s DGI lists several residence grounds, including a presence test, so a short visit should not be treated as the only possible route or the only relevant fact.

Registration and certificates document particular things

A tax identifier supports administration; a certificate usually concerns a specified period and purpose. Paraguay’s DNIT has a separate fiscal-residence certificate procedure. Ask what the document certifies, which evidence supports it and what filings remain afterwards. An identification card is not interchangeable with a tax certificate. Keep the original decisions and dates so advisers can assess the same timeline.

Build one honest map for all advisers

Write down your time in each country, your homes, household arrangements, where work happens and the source of each income category. Include the connections you retain rather than only the facts that support your preferred result. Update banks and providers accurately when required. The aim is a coherent arrangement you can explain, not incompatible stories told to different institutions.
