Leaving the Netherlands: build an exit plan before a Paraguay plan

A residence card abroad and a completed departure from the Netherlands answer different questions. Put the Dutch side of the move on paper before buying a package.

Een andere route door het groen

Start with the ties you are keeping

List your home, work, business, partner, children, pension arrangements, insurance and recurring contracts. Beside each item, write whether it ends, moves or remains in the Netherlands. Your actual circumstances matter more than a social-media description of being a digital nomad.

Municipal deregistration is a practical step

NetherlandsWorldwide states that you must deregister if you will spend more than eight months abroad within a one-year period; the months need not be consecutive. Arrange deregistration with your municipality and ask for international proof when you deregister if you need it abroad. Check the municipal procedure before your departure. Keep the confirmation with your moving records. This changes the population-register record; it does not by itself settle your tax position, insurance or banking eligibility.

Keep access to your administration after departure

Before changing your phone or cancelling contracts, check that you can still use DigiD, receive official correspondence and recover important accounts. Record which organisation needs your new contact information and how you will provide it. Use the official moving-abroad checklist to review health insurance, benefits, documents and other personal arrangements. Give each item an owner and a date, rather than treating deregistration as the last step in the whole project.

The Dutch tax side

The Belastingdienst’s emigration checklist explains that Dutch income may remain relevant after departure and that a protective assessment can arise. The year of moving can require an M return. Have your adviser assess your specific income, pension and business position before reorganising them.

Compare a real week in each country

For the Netherlands, record what you value and what you want to change. For Paraguay, test language, work setup, transport, healthcare access, friendships and ordinary errands during a visit. Leaving familiar frustrations does not automatically create a workable new routine.

Sequence the move

A useful sequence is: identify Dutch obligations; check the appropriate Paraguayan route; obtain a case-specific document list; plan a visit and accommodation; agree professional reviews; then commit to the larger move. Keep a fallback budget for delays and overlapping costs.

For another Western country

Use the same structure, but replace Dutch rules with the authorities and adviser in your existing country. Citizenship, residence and tax connections can change the answer. Do not transplant a Dutch checklist into an American, British or German case.

Build a departure file before booking the move

Create a private checklist with your intended departure date, where you expect to live, ongoing work, housing commitments and the organisations you must contact. Group questions by municipality, tax, health insurance, employer or clients, pension and financial providers. Record the answer, who gave it and the date. A residency offer abroad does not settle these separate relationships. Keep account access and official correspondence workable while arrangements change; do not send your complete private file in a first enquiry.

Make your first month practical

Work backwards from arrival: temporary accommodation, transport, a reliable connection, access to essential payments and time for appointments. Leave space to discover whether ordinary life fits. Separate what must be resolved before departure from what can sensibly wait until you know the neighbourhood. If you need help, ask for a preparation review with an agreed list of outputs, rather than a promise that every departure obligation has been handled.

Check when municipal deregistration applies

NetherlandsWorldwide says you must deregister from the BRP if you will be abroad for more than eight months within one year. Those months do not have to be consecutive, and keeping a home in the Netherlands does not remove this requirement. Check your municipality’s procedure rather than assuming a foreign residence card updates your Dutch registration.

Put the departure appointment in your calendar

Deregistration can be completed from five days before departure through the departure day, including weekends and public holidays in that count. The available procedure depends on the municipality and whether everyone registered at your address is leaving. Ask about proof of deregistration and how to supply or update your foreign address. Your BSN remains valid after deregistration.

Keep access to your accounts and documents

Before leaving, check DigiD access and update the registered phone number before cancelling an old number. Review passport and driving-licence validity, and ask the responsible organisations how the move affects insurance, benefits or pensions. Use the official moving-abroad checklist alongside your individual advice. Keep identity records private; a first enquiry only needs your question and the help you want.
