Bitcoin, stablecoins and tax: Paraguay and Bolivia are different questions

The right to use a payment channel does not settle how a transaction, business or gain is taxed.

Nieuwe plekken, andere perspectieven

Start with what you are doing

Receiving freelance income in Bitcoin, investing personal savings, mining, staking and running an exchange are different activities. A tax review starts with the activity, where it is performed, the contracting parties and the legal owner. Record the transaction history and the currency values needed for accounting. Do not label every receipt a capital gain, and do not assume that moving money between an overseas platform and a wallet changes its underlying character.

Paraguay: source and activity matter

A foreign customer, foreign exchange or US LLC does not automatically turn work performed in Paraguay into foreign-source income. Immigration residence, RUC registration and a tax-residence certificate answer different administrative questions. Ask a Paraguayan tax professional to classify the relevant activity and obligations. Give that adviser the same facts you give any adviser in the country you left. A broad territorial-tax slogan is not a substitute for that shared income map.

Bolivia: do not confuse payment reform with a tax exemption

The central bank’s 2024 reform enabled virtual-asset transactions through electronic payment channels. It did not provide a general exemption for every crypto activity. Bolivia’s income and wealth-tax rules require their own review. Check how your residence, trading pattern, business activity and assets affect the result. A stablecoin may reduce one type of price movement while leaving issuer, platform, network and legal risks.

Practical records make the review easier

Keep dates, transaction identifiers, asset quantities, fees, counterparties where known and the purpose of each transfer. Separate personal investment from customer payments and company funds. A hardware wallet is a custody tool, not a tax-residence certificate or an invisibility device. I can help organise questions and a planning brief; the actual classification and filings belong with the appropriately qualified professional.

Sources and further checks

  • Bolivia central bank — virtual assets under Resolution 082/2024
  • Bolivia tax authority — tax legislation including wealth tax
  • DNIT — tax-residence certificate
