Property routes: ranked by the type of legal connection

Tier 1: documented property-linked route. Tier 2: conditional connection. Tier 3: fund exposure rather than direct home ownership. Within a tier names are alphabetical, not a quality ranking. These are evidence tiers, not the cheapest or easiest countries, nor a property-investment recommendation. Other countries remain to be assessed.

Tier 1

  • Cyprus — Investor immigration permits have qualifying investment and ongoing income/maintenance conditions; EU citizens should assess free movement first. Official reference ↗
  • Serbia — Property ownership is a listed residence ground; title, qualifying property and continued residence conditions still apply. Official reference ↗
  • Türkiye — The official exceptional-nationality route includes qualifying property with a resale restriction. Approval, valuation and source-of-funds checks remain separate. Official reference ↗

Tier 2

  • Bosnia and Herzegovina — Exceptional property-based residence requires an effective connection, not merely a purchase. Official reference ↗

Tier 3

  • Hungary — A qualifying real-estate fund share is different from buying a home directly. Official reference ↗
Citizenship-investment shortlist and unresolved claims

Documented programme list, alphabetically: no cheapest-passport or guaranteed-approval ranking is implied. A full current worldwide legal inventory is unfinished.

  • Antigua and Barbuda — An official investor-citizenship route is described. Due diligence, permitted applicants, family rules, fees, investment retention and approval conditions apply; no guaranteed timeline or visa access. Official reference ↗
  • Dominica — An official investor-citizenship route is described. Due diligence, permitted applicants, family rules, fees, investment retention and approval conditions apply; no guaranteed timeline or visa access. Official reference ↗
  • Grenada — An official investor-citizenship route is described. Due diligence, permitted applicants, family rules, fees, investment retention and approval conditions apply; no guaranteed timeline or visa access. Official reference ↗
  • Jordan — An official investor-citizenship route is described. Due diligence, permitted applicants, family rules, fees, investment retention and approval conditions apply; no guaranteed timeline or visa access. Official reference ↗
  • Nauru — An official investor-citizenship route is described. Due diligence, permitted applicants, family rules, fees, investment retention and approval conditions apply; no guaranteed timeline or visa access. Official reference ↗
  • Saint Kitts and Nevis — An official investor-citizenship route is described. Due diligence, permitted applicants, family rules, fees, investment retention and approval conditions apply; no guaranteed timeline or visa access. Official reference ↗
  • Saint Lucia — An official investor-citizenship route is described. Due diligence, permitted applicants, family rules, fees, investment retention and approval conditions apply; no guaranteed timeline or visa access. Official reference ↗
  • Türkiye — An official investor-citizenship route is described. Due diligence, permitted applicants, family rules, fees, investment retention and approval conditions apply; no guaranteed timeline or visa access. Official reference ↗
  • Vanuatu — An official investor-citizenship route is described. Due diligence, permitted applicants, family rules, fees, investment retention and approval conditions apply; no guaranteed timeline or visa access. Official reference ↗

Specifically requested claims to verify

  • Botswana — The February 2026 ministry speech said implementing regulations were being finalised. This edition does not confirm open CBI applications or a payable qualifying price. Official reference ↗
  • Argentina — The current official naturalisation service requires two years of continuous lawful residence with no exit abroad, DNI and lawful livelihood. Eligibility is not approval. Separately, the government announced an investment-citizenship programme on 2 October 2026, with intake scheduled during Q4. A currently open intake is not confirmed here. Official reference ↗
  • São Tomé and Príncipe — A marketed CBI programme is a research item here; current official operator, legal basis and terms have not been verified. Official reference ↗
  • Cambodia — Exceptional investment-related nationality needs official legal verification; do not treat an agency quote as a standard programme. Official reference ↗
  • Serbia — Property residence is not citizenship by investment. A marketed Serbian passport offer is not verified here as an open standard CBI programme. Official reference ↗
Which residence is easier for me?

For an EU/EEA citizen, first compare existing free-movement rights in EU destinations before paying for an investor route designed for third-country nationals. For other applicants, nationality, family grounds, income type, work and physical presence determine the route. This edition does not invent a universal ease score.

Business, foundation or personal tax residence?

Different purposes, separate obligations
QuestionWyoming LLCPanama private-interest foundationHong Kong companyCyprus personal tax residence
What it isOperating business entityAsset-purpose / governance structureOperating business entityPersonal tax status; not a company
When to investigateCompare for a genuine business with customers, contracts and an identified owner. State formation is separate from federal classification.Compare for defined asset purposes, beneficiaries, succession and governance with legal advice. It is not interchangeable with a trading LLC.Compare for actual business needs, administration and payment relationships; company registration does not grant personal residence.Compare where you actually live and maintain the required ties. A personal tax-residence rule cannot replace an operating entity or foundation.
Tax and administrationA foreign-owned disregarded entity can have Form 5472 and pro-forma 1120 reporting for reportable transactions. Disregarded does not mean no filings, no owner tax or no foreign obligations.Law 25 distinguishes a private-interest foundation from a profit-seeking business. Review permitted activities, records, beneficial ownership and tax treatment in every connected jurisdiction.Profits-tax source is a factual analysis, not an automatic offshore exemption. Review bookkeeping, audit/filing duties and applicable foreign-source income rules. The Tax Department lists 183-day and 60-day tests. The shorter test has cumulative conditions; 60 days alone is insufficient. Review current law, home/business ties and overlapping foreign residence.
Banking realityBank acceptance depends on actual operations, owners, address and funds; a registered agent is not an operational address.Expect council/founder/beneficiary/control and source-of-wealth checks; a foundation is not an anonymous banking bypass.HKMA confirms customer due diligence and differing bank requirements. Compare providers against the actual company and beneficial owners.A tax certificate is not guaranteed bank acceptance. Keep actual home, tax numbers and business/ownership records consistent.

There is no single lowest-tax winner across these four: two are operating entities, one is an asset-purpose structure, and one is a personal status. Map the owner, actual management, customers, income, controlled-foreign-company rules and treaties before choosing.

Off-grid site readiness worksheet

Assess a specific site, not an entire nation. Mark only independently checked conditions. An unchecked item remains unresolved; the count is not a safety score or a climate guarantee.

Banking application evidence checklist

Compare actual banks and their contracting entities, not a nationality stereotype. Record residence eligibility, personal/business account type, true operational/home address, beneficial owners, tax numbers, source of funds/wealth, payment corridors, fees, deposit protection and closure/review process. Never use a mailbox as a false home or office.
