Paraguay PR: conversion, solvency evidence and keeping the status
Permanent residence needs its own application and maintenance review; it is not simply the temporary card with a new label.

Start from the correct legal category
Migraciones lists conversion from temporary residence alongside other permanent-residence routes. Eligibility differs between them. Confirm which process applies before accepting a quote, especially where an investor route is advertised. Company creation or property purchase is not automatically the correct immigration assignment for every person. Ask a professional to explain the authority basis, prerequisites and separate commercial commitments.
Use the current solvency rules
Resolution DNM 407/2026 updated economic-solvency evidence for permanent applications filed from 6 July 2026. The authority describes categories including employment, independent work, remote work, property ownership, retirement and others, each with documentary requirements. A provider page claiming there is never any solvency evidence should be checked against this update. Identify the category that honestly describes your means of support and ask what evidence is accepted.
Timing and attendance need current checking
The conversion page sets rules around the temporary card and application timing. Late action can lead to a different renewal path, so do not improvise from an old guide. Confirm the current window and any absence-related requirements with Migraciones or an engaged professional. Keep records of your actual travel rather than rely on an assumed stamp history. A package timeline remains an estimate unless the responsible authority makes a decision.
Permanent does not mean impossible to lose
Law 6984 addresses extended unjustified absence, including a three-year absence rule for permanent residents. Read that together with current administrative provisions rather than treating a single sentence as lifetime permission to disappear. Permanent residence is also separate from naturalisation. Keep a review calendar for status, identification and the obligations arising from your actual work or tax situation.
