Paraguay residency: choose a route, then choose your support
A residency card is one part of building a different life. Start with the route that fits your nationality and circumstances, then compare the work a provider will actually do.

Four decisions that deserve separate answers
Immigration permission answers whether you may reside in a country under a particular status. Tax residence concerns the rules connecting you and your income to a jurisdiction. A bank makes its own decision about accepting you as a customer. Citizenship is a separate process again. A package containing a cédula and a tax registration should not be read as a promise that all four questions have been solved. Keep a separate checklist for each, with the responsible authority or professional named beside it.
The general temporary route
Paraguay’s migration authority describes general temporary residence under Law 6984/2022 as permission for lawful activity, valid for up to two years and renewable for an equal period. Its page describes temporary residence as the prerequisite for general permanent residence and access to a cédula with matching validity. Start with its current document list, rather than an old social-media checklist. Nationality, recent places of residence, family situation and document history can change the preparation needed.
Mercosur and investor routes
Do not assume that a route available to a neighbour-country national also applies to a Dutch passport holder. The government distinguishes general and Mercosur procedures. An investor pathway also needs its own assessment: the investment, business documentation, implementation obligations and professional costs are not interchangeable with a standard temporary-residency package. Ask for the official route name and legal basis before comparing prices. A provider’s “immediate permanent” label needs an explanation of your eligibility, not simply a shorter timeline on a sales page.
A change worth checking before you file
The government reported Resolution DNM 407/2026 updating permanent-residency economic-solvency evidence, effective 6 July 2026. The update describes twelve categories, including self-employed people and digital nomads. This matters when a provider FAQ still says that no solvency evidence is needed for permanent residence. Obtain the current checklist for your category and ask how your work or income will be documented. Do not confuse removal of a historical bank deposit with removal of every evidential requirement.
Preparation before buying flights
Make a document inventory with four columns: document, issuing country, authentication or translation needed, and validity period. Ask the responsible provider to review it before a non-refundable trip. Record which originals you must carry, which copies are acceptable and who performs certified translations. Family applications need their own preparation. Avoid sending identity documents to a public enquiry form; agree the secure document route after the assignment is accepted.
Compare the same assignment
Ask each provider to quote the same case. Does the fee cover temporary residence, cédula, RUC, official charges, translations, notarisation, office transport and later permanent conversion? Are airport transfers, accommodation, courier delivery and additional visits separate? What happens if an authority requests another document? A cheaper headline can represent a narrower service. A more expensive package may include conveniences you do not need. Compare written inclusions and responsibility, not adjectives such as premium or effortless.
Choose support by responsibility
Separate country orientation, document preparation, filing coordination, legal review, accounting, property checks and arrival support. Define which tasks you want me to coordinate and which require a qualified local professional. Compare dated proposals with the same scope and exclusions. The partner page contains the provider directory and research references.
Read timelines as stages
There can be a difference between days physically spent at offices, time to file, time to residency approval, time to cédula issue and delivery time. Ask the provider to break these out. The Plan B page reviewed here contains both 90-day and 120-day language, illustrating why a headline alone is insufficient. Build flexibility into travel and housing. Ask how delays are communicated, who follows up and whether another personal appearance may be needed.
Build a maintenance plan
Before filing, ask about renewal, absence limits, address changes, record keeping and future conversion. Put each relevant deadline in your own calendar and retain the official source or written professional explanation. An informal group message is not a durable maintenance plan. Keep the immigration calendar separate from accounting and tax filing dates. Moving elsewhere later may affect one set of obligations without ending another.
Your next useful step
Write a one-page brief: nationality, intended purpose, likely arrival period, family members involved and the decision you need help making. Request a route assessment and a scoped proposal. My role is to help connect these practical questions to your wider life plan, preparation and coordination. The issuing authority decides the application, and specialist legal or tax work needs an identified responsible professional. The aim is a workable new base, with enough clarity to enjoy the life you came for.
How to use the four provider sources
MigratieMeesters describes Dutch-language document review and local assistance; Project Paraguay combines residence support with wider relocation and property material. Paraguay Pathways describes preparation, filing visits and later cédula work; Plan B Paraguay advertises a coordinated programme and processing estimates. Use these as questions for a written scope, not interchangeable official checklists. Ask who handles translations, office visits, card collection and permanent conversion. “Tax residency included” requires a separate explanation of registration, actual tax-residence conditions and obligations elsewhere. A short filing visit is not the same as a completed decision or delivered identity card.
