Why a US citizen cannot leave the IRS behind simply by moving abroad
A new home abroad does not by itself end US tax filing. Citizenship, long-term residence and expatriation need separate analysis.

Worldwide income remains relevant
The IRS states that US citizens and resident aliens abroad are generally subject to US income-tax rules on worldwide income. Filing depends on the applicable thresholds and circumstances. Foreign earned income exclusions and tax credits can reduce tax in qualifying cases, but they do not turn a foreign residence card into a universal exemption. Income-tax returns and foreign-account or asset reports are separate duties with different tests.
A territorial destination does not override US rules
Paraguay, Panama or another destination may have a different approach to income source. That does not automatically control the US treatment of a US citizen. Companies, funds, trusts and bank accounts abroad can bring additional US reporting and classification issues. An apparently efficient non-US investment may be awkward for a US taxpayer. Get advice that considers both countries before opening structures because they work for a Dutch or European friend.
Expatriation is a formal and consequential choice
Renouncing or otherwise relinquishing citizenship is not the same as booking a flight. Certain long-term green-card holders also come within expatriation rules when their status ends. The IRS applies covered-expatriate tests, including a net-worth test, an indexed tax-liability test and certification of the preceding five years’ compliance on Form 8854. Exceptions and special relief procedures are limited. The citizenship process and the tax consequences must be coordinated rather than assumed to cancel each other.
Do the complete calculation before deciding
Prepare citizenship and residence history, assets, unrealised gains, pensions, trusts and prior returns for a qualified US cross-border adviser. Include the value of losing an unconditional right to live and work in the US. Renunciation does not erase old liabilities or guarantee that all future US-source income is outside US tax. For many people, compliant life abroad is the better decision. For others, expatriation deserves serious analysis; it should never be marketed as a quick IRS escape.
