Where to mine Bitcoin: a country shortlist ranked by investigation priority

A country is not a hosting contract. This shortlist ranks what I would investigate first, rather than promise worldwide cheapest power or returns.

Where to mine Bitcoin: a country shortlist ranked by investigation priority — power contract, measured uptime, equipment recovery

By Ties Jezuit · Reviewed 14 October 2026 · General orientation

The criteria come before the order

I would weight lawful delivered electricity cost, uptime, contract enforcement, equipment ownership, cooling, logistics and the ability to retrieve machines. The cheapest advertised cents per kWh can exclude demand charges, taxes, transformers or forced downtime. Public hash-rate maps describe estimated activity over a stated historical period; they do not establish today’s best available offer. This is a provisional due-diligence order, not a live tariff league table for every country.

Tier one: mature or locally investigable arrangements

I would first investigate a documented US or Canadian host with clear equipment rights, and a lawful Paraguay site that can be inspected locally. This ordering favours operational evidence and oversight, not a claim that these locations have the lowest tax or power costs. Compare climate, local energy contracts, repair access and exit rights site by site. Within the US or Canada, a province, state or utility can matter more than the national label.

Tier two: attractive leads needing more specialist work

Ethiopia is a serious lead because its electricity utility has publicly addressed crypto-related data centres, while Paraguay has specific intensive-consumption rules. Cheap hydro does not guarantee allocation or uptime for your machines. Iceland, Norway, Finland and Sweden can be investigation candidates where a lawful site, suitable power and logistics are available. Their appearance here is a research shortlist, not certification of current hosting availability, favourable taxation or a contracted price.

Tier three: resolve restrictions before comparing returns

For China, Russia, Iran and Kazakhstan, a cross-border buyer should resolve current legality, sanctions, payment access, licensing and hardware-export questions before treating any quote as comparable. No blanket statement that mining is legal or banned throughout this group is made here. A cheap offer fails my shortlist if I cannot verify lawful operation and enforceable recovery of the equipment. Expand to other countries only with the same evidence.

The evidence that turns a lead into a ranking

Request the utility agreement, permitted capacity, actual metered bills, monthly machine-level uptime, repair records, insurance and independent site evidence. Model curtailment, currency exposure and freight home. ANDE’s current tariff documents must control a Paraguay calculation; EEP’s national energy statement is not a particular Ethiopian host’s service guarantee. I would publish a priced ranking only after collecting comparable dated quotes and verified operating data.
