Independent systems still operate inside a jurisdiction
Land ownership, construction, wells, sanitation, energy installations, business activity and residence all sit inside local rules. A remote property is not outside the law. Compare permissions and enforceable access before assuming that distance provides freedom. Identify which approvals, taxes and inspections would apply to your intended use. A region with fewer advertised requirements can still have uncertain title or weak practical access.
Compare hazards instead of declaring every other country bad
Tropical, temperate, coastal, mountain and dry regions have different combinations of heat, rainfall, fire, flooding, storms, cold and water availability. World Bank country profiles provide a starting point for physical climate-risk research. They do not certify an individual parcel. Use local hazard maps, site inspection and professional review to compare the actual locations you are considering. Paraguay also has risks; it should not be exempt from the same test.
Access is part of resilience
How long does it take to reach healthcare, supplies, repair skills and transport? Can the road be used in difficult weather, and what happens when one vehicle or connection fails? A country-level freedom score misses these questions. Compare the cost of maintaining water, power and communications over an ordinary year. Include the people who would carry that work, especially if age, household or circumstances change.
Choose a workable level of independence
You might want a garden and backup power near a town rather than a fully isolated homestead. You might prefer a seasonal base while keeping work elsewhere. Define the actual objective, then investigate the smallest system that meets it. I can help build a brief and coordinate agreed scouting.
