A Paraguay property and cédula while you remain Dutch resident
Buying abroad can diversify where you spend time, while leaving your Dutch tax position substantially unchanged.

Three facts can coexist
You may own a house in Paraguay, hold a local residence permission and still have your main life in the Netherlands. None of these facts should be concealed from an adviser. Registration is relevant administration, but Dutch fiscal residence depends on the circumstances. An overseas identity document is not a switch that turns off residence in the place where your home, household and work remain centred.
Prepare the asset and income questions
Tell your Dutch adviser the legal owner, value, financing, intended use and whether the property produces rent. Ask about the applicable reporting, tax category and possible double-tax relief for the particular year. Do not assume that paying a local property charge resolves every Dutch issue. Ask the Paraguayan adviser about ownership-related charges, rental activity, representation and records. Both should work from the same facts.
A holiday base is different from an actual move
If you are testing Paraguay while keeping your Dutch home and ordinary life, describe that as an exploratory phase. It can be useful without pretending that emigration has already happened. If you later move, keep a dated record of the change in your actual situation. A tax review should follow reality rather than force your plans into an attractive marketing label.
Keep the purchase and departure projects separate
You can inspect property before deciding to relocate, or relocate before buying. Give each project its own budget, adviser and decision gate. Do not buy an unsuitable property merely to support a residence pitch.
