Paraguay residency and cédula: the stages are different

A practical overview of the ordinary route, the direct-investor route, current document preparation and the questions to resolve before you book travel. Immigration status, a cédula and tax residence are separate. Requirements change, so use the live official checklist for your own nationality and filing date.

Een moment onderweg

Start by choosing the route

For most applicants under the general Law 6984/2022 route, the sequence is temporary residence (up to two years), followed by an application to change category to permanent residence near the end of that term. MERCOSUR nationals may have a distinct legal basis but the current solvency rules for permanent residence were unified from applications filed on 6 July 2026. A separate Investor Pass can provide a direct permanent-residence path for qualifying investments; it is not a low-cost shortcut and its current investment tracks, evidence and execution commitments must be checked with MIC/SUACE before funds are committed.

What to prepare for temporary residence

The current DNM checklist asks for valid identity documentation (passport, national ID or the accepted identity document), visa and verification only when applicable, proof of legal entry, a birth certificate, and civil-status records if relevant. Applicants aged 14 and over generally need current national or federal criminal/police records for the relevant origin or recent residence jurisdictions, plus Paraguayan INTERPOL and foreigner police certificates. DNM also prepares sworn statements about legal compliance, the activity you intend to pursue and your Paraguayan address. Foreign civil and police documents need the required legalisation or apostille and Spanish translation; ask DNM or a qualified local professional whether the translation itself needs additional certification. Bring originals and authenticated copies as specified. The right background-check jurisdictions depend on where you lived during the previous three years, so do not order only a home-country certificate without checking.

A document checklist you can actually work from

Before buying flights, confirm: (1) passport validity and visa needs for your nationality; (2) original birth certificate and its apostille/legalisation; (3) current police/criminal certificates for the countries the DNM checklist requires; (4) evidence of recent residence where relevant; (5) marriage, divorce or death records when applicable; (6) Spanish translations and any required apostille of translations; (7) the entry record you must retain on arrival; (8) originals plus the number and form of authenticated copies; (9) any extra documents for children, dependants or a special route; and (10) who will arrange the local INTERPOL/police documents, sworn declarations, appointments and fees. Do not upload identity documents to a general enquiry form.

AT A GLANCE

Three separate questions.

  1. Permission to stay

The migration authority assesses the application.

  2. Identity document

The cédula has its own procedure.

  3. Tax position

Your actual circumstances need separate review.

A visual overview, not a promise of approval, availability or a particular outcome.

Children and family applications

DNM has additional rules for applicants under 18. Depending on who accompanies the child, it may require both parents or tutors, notarised consent from an absent parent, a court order or guardianship documents, and copies of the adults’ identity papers. Applicants under 14 are generally exempt from criminal-record certificates; the exact age and country exceptions should be checked on the current DNM page. Start this branch early because court, custody and cross-border consent documents can take longer than an adult file.

On the ground: filing and cédula

The temporary application is personal and in person. DNM says temporary status may be granted for up to two years and provides access to a Paraguayan cédula through the Police identification department; the cédula is a separate process, with validity linked to the residence term. Ask whether biometrics, signatures, collection or delivery require you to stay or return. A provider may offer to coordinate collection or delivery, but that is a service arrangement, not a guarantee from the authority. DNM’s acceptance of a file is not approval. Keep your entry proof, filing receipt, case reference, appointment dates and written record of what is still pending.

Timeline: plan around stages, not marketing estimates

Allow time at home for records, apostilles, translations and corrections; a missing or inconsistent document can delay filing or require a replacement. Then allow enough working days in Paraguay for the required in-person steps, with contingency for weekends, public holidays and appointment changes. Official processing periods, provider estimates and actual card delivery are different clocks. One provider currently describes an expedited service estimate of about 45 working days; that is the provider’s estimate, not an official guarantee. Ask for the estimate in writing, when the clock begins, what is included, what happens after a delay and whether you may leave Paraguay while the application is pending.

Permanent residence: the important 2026 change

For the ordinary change from temporary to permanent status, DNM currently says to file from 90 days before the temporary card expires through 30 days after expiry; do not rely on the grace period without confirming penalties and individual circumstances. The file now also needs verifiable economic solvency under DNM Resolution 407/2026 for applications from 6 July 2026. DNM lists twelve categories: professional, technical, employee, independent trade/services, remote worker/digital nomad, property owner, shareholder/partner, agriculture/livestock, religious worker, pensioner, dependant and student. Each has its own proof. A diploma alone is not sufficient; evidence must support real income or resources and the declared activity. Ask which category fits your actual situation and obtain its exact current checklist before creating a company, changing tax status or filing returns.

Additional permanent-stage documents

In addition to a valid identity document, current Paraguayan cédula and temporary residence card, the official checklist includes local foreigner, good-conduct, judicial and INTERPOL certificates for applicants aged 14 and over, plus documents explaining relevant changes in civil status, occupation or personal details. Solvency evidence is category-specific. The permanent carnet is renewable every ten years; DNM currently also describes a Paraguayan cédula with a ten-year validity. Confirm current fees and required authenticated copies on the DNM tariff and procedure pages immediately before filing.

Investor Pass is a separate decision

The MIC/SUACE route can skip the ordinary temporary stage for qualifying investment profiles and lead to an application for permanent residence. Government pages describe several investment categories and financial thresholds; they are not all the same as the older single business-investment route. Check the live Resolution 0283/2026 rules, permitted destination of funds, source-of-funds evidence, project plan, deadlines, employment or operational commitments and consequences of non-performance directly with SUACE and a Paraguayan professional. Do not treat an agent’s headline amount or an older article as the current law.

Compare local support with the same brief

Ask for a written division of responsibility: preparation, local appointments, translations, professional review, filing, follow-up and practical arrival help. Compare official fees separately from coordination charges. Check the responsible professionals, attendance requirements, delay terms, exclusions and document handling. I can help organise that comparison and coordinate the agreed work. The provider directory is on the partner page.

Residence is not tax residence

A migration card or cédula does not automatically end tax residence elsewhere, make foreign income tax-free, open a bank account or establish a new tax domicile. Review departure-country rules, source and type of income, actual management/work location, treaty position, local registration and filing duties with qualified advisers. Get written advice for the specific year and facts before changing your tax filings.

Keep a dated case file

Save the official checklist you relied on, the date you checked it, apostille and translation receipts, document expiry dates, travel/entry evidence, application receipts, provider scope and every authority response. Recheck requirements before both the first filing and the permanent-stage filing; rules and fees can change between them.

Track each stage separately

Use a simple record with document preparation, appointment, submission, request for additional information, decision, collection and any later identity-card work. Record the responsible person and the evidence that a stage is complete. A receipt confirms what was received; check what it says before treating it as approval. Keep dates and reference numbers privately. Ask the handling professional how updates are supplied and who contacts the authority if something is missing.

Request an itemised scope

Before engaging help, ask which appointments, document checks, translations, fees and follow-up are included. Identify what you obtain yourself and what another professional handles. Ask how rejected or expired documents affect cost and timing, and whether later permanent-stage or renewal work is a separate engagement. This makes proposals comparable without pretending every applicant has the same route. Use the current official checklist and a case-specific professional review for the actual application.

Documents to check before departure

The official temporary-residence checklist includes valid identity and entry evidence, a birth certificate, applicable civil-status documents and criminal-record evidence according to your residence history. It also includes local checks. Foreign documents need the applicable apostille or legalisation and translation treatment. Requirements for children differ. Use the complete current official checklist for your case; this summary is not a substitute.

Attendance and evidence of progress

Migraciones describes the application as personal and in person; follow-up may be handled personally or through a legal representative. Acceptance of documents is not approval. Keep your submission evidence and ask who will monitor requests for additional information.

Prepare the permanent-stage file in advance

The permanent change-of-category checklist includes current identity and residence documentation, local background checks and verifiable economic-solvency evidence. Prepare for the ordinary three-month pre-expiry window. If you have already missed it, consult the current official late-application rules promptly rather than assuming the same route remains available.
