Uruguay versus Paraguay: politics, cost, residence and ordinary life
Compare specific arrangements rather than assuming that left versus right determines every part of your life.

Politics is one lens, not the whole country
Official sites identify Santiago Peña as Paraguay’s president and Yamandú Orsi as Uruguay’s president for 2025–2030; Orsi’s official biography connects him to Frente Amplio. Political labels can help frame questions about policy, but they do not predict every tax, property or business decision. Compare the law and actual practice relevant to you. A government can change while a local community and daily routine continue.
Compare the residence route separately
Paraguay’s temporary-to-permanent process and Uruguay’s legal-residence routes have different requirements. Uruguay distinguishes general, Mercosur and family-related routes on its official portal. Your Dutch nationality does not become Mercosur nationality because you hold a Paraguayan cédula. Ask which route you actually qualify for, which evidence and attendance it needs and how family members are handled.
Use tax facts and a real cost basket
Uruguay’s fiscal-residence grounds are not interchangeable with an immigration approval; Paraguay has its own tax-certificate procedure. Source, activity and income category need review in each system. For living costs, compare the same housing quality, location, food basket, transport and insurance on the same date. I would not publish a universal savings percentage without that evidence. Montevideo, Asunción, a small town and a rural parcel are different budgets.
Choose the life you would use
Consider language, climate, relationships, access to the coast or countryside, work and travel patterns. Paraguay is my main base and the place where my coordination is most developed. Uruguay can remain an alternative to research, rather than a country to dismiss through an ideological label. A visit and a clearly scoped adviser brief help turn the comparison into a decision you can explain.
